In 2013 solid waste strategy meeting (7th), Dai Xiaohu, who is the dean of Environmental Science and Engineering School in Tongji University, said the restructuring of the industry grew larger and the economic benefits of waste will be more and more with the industrialization development of solid waste .
Dai Xiaohu cites some oversea experience in the area of solid waste management. In the EU, the main solution is to control the source of waste, then classify waste for direct using or recycling, and final disposal in the end.
Nowadays, the treatment of municipal garbage is charged, and the average fee of garbage-treatment is 300 euro in Germany. The garbage recycling law in Germany forbids garbage containing more than 5% of organic matter put into the landfill. Because of the resource shortage in the future, organic matter should be recycled with burning or biological treatment.
According to the UNEP (United Nations environment program), garbage contain low organic matter in highly developed countries and high organic matter in developing countries. In China, the organic matter and humidity of garbage is high, which is main difficulty in garbage disposal.
Dai Xiaohu also said, we cannot ignore the function of market and institution. Based on concept called the polluter pays principle, many countries have tax subsidy policy such as Germany, the United States, Switzerland, etc. Besides, the expense of garbage-treatment is spend by the wholly social. ?Garbage disposal must mobilize the entire society, thus releasing the burden on government.
